Position Overview


The Data Analytics and Learning Manager will lead the Data Analytics and Learning division within MLE, championing data-driven decision-making as a liaison between program teams, government entities, implementing partners, and the broader Monitoring, Learning and Evaluation (MLE) department in West and Central Africa (WCA). This role is responsible for spearheading innovative data initiatives to enhance efficiency and effectiveness in data processes and utilization.
The primary focus of this position is to translate key monitoring and evaluation (M&E) outputs into program enhancements across the West and Central Africa subregion.


Key Responsibilities

Collect and Disseminate Critical Learning and Performance Information Across Programs


Develop engaging and informative M&E and lessons learned presentations for interactive sessions with Evidence Action Programs, suitable for stakeholder meetings.
Recognize and leverage various platforms to represent MLE and Evidence Action at subregional and global levels, contributing to organizational data transparency.
Contribute to the MLE newsletter, subregional, regional, global, internal, and external publications.


Facilitate Program Engagement with the MLE Team


Conduct regular planning meetings with Program Leads to identify MLE requirements, lead program MLE 'diagnostics' to understand data needs, relay information to the MLE team, and seek out learning opportunities for the program across verticals and functional horizontals.
Develop and enhance collaboration tools and platforms (e.g., Asana, Box, Team Calendar, Mailing Lists) that
Assist Programs with periodic donor reports, serving as the custodian of various program and donor Key Performance Indicators (KPIs) and coordinating MLE data inputs for inclusion in reports.


Spearhead Innovative Data Solutions


Create and maintain high-quality data flow systems to ensure efficient (timely and high-quality) data transfer from collection teams to management and information system teams.
Proactively support the Global Communication team in developing, improving, and maintaining organizational data dashboards.
Research, Identify, Promote, and Facilitate the Scaling of Proven M&E Tools and Approaches (Data Innovation):
Develop practical guidelines for identifying areas requiring "data innovation," working through potential solutions and piloting/evaluating promising options.
Collaborate with other MLE departments to review current data collection methods/processes and tools for efficiency and effectiveness.
Lead information technology innovation discussions with the global IT team for support or product feature considerations.
Participate in the ongoing development, modification, and enhancement of existing modules, including designing data visualization templates to improve data accessibility and usability.
Support the MLE monitoring design team in creating and establishing frameworks for monitoring and analyzing key performance indicators for Evidence Action Programs.
Work closely with MLE departments to access leading international thinking to develop relevant M&E frameworks for Evidence Action Programs in the West and Central African subregion.
Lead secondary research efforts to supplement available evidence on the effectiveness of program implementation strategies and methodologies.
Coordinate and occasionally lead ad hoc field research projects as needed.


Support Monitoring and Evaluation Design:


Assist the MLE Strategy team in designing and establishing frameworks for monitoring and analyzing key performance indicators for Evidence Action Programs.
Collaborate with MLE departments to access leading international thinking for developing relevant M&E frameworks for Evidence Action Programs in the subregion.
Lead secondary research efforts to supplement program data.
Coordinate and occasionally lead ad hoc field research projects as needed.


Performance Metrics


Establish an effective data processing team comprising data programmers, information systems experts, and analytics professionals.
Ensure timely sharing of programmed surveys for review by the QA-QC team and data collection by the field team.
Facilitate smooth data flow from field collection teams to data analysis teams.
Represent MLE in all data-related discussions with various stakeholders, including programs, government, and other implementers, ensuring MLE activities are well-understood and received.
Implement fully functional data tracking and visualization systems for all program data.
Establish fully functional data storage and backup systems for all program data on secure cloud platforms (e.g., Amazon Web Services and Box).
Develop data coordination schedules and protocols among various MLE departments.
Train Senior Associates, Associates, interns, and other non-data-related staff on data systems and their roles in ensuring effective usage.
Implement new software and data handling tools effectively through proper evaluation, piloting, training, and mobilization of relevant stakeholders.


Qualifications

Educational Background


Bachelor's degree (Master's preferred) in economics, statistics, or related social sciences
Minimum 4 years of experience, including 2+ years managing a team of researchers/analysts
Familiarity with various data processing, statistical, and geospatial software packages
Excellent report writing skills, coupled with the ability to use infographics to convey data findings, trends, insights, and stories to both data-savvy and non-data-savvy audiences
Extensive knowledge of data visualization and presentation software
Interest in applying research, evidence, and data-driven decision-making to large-scale Programs, with an appreciation for practical and logistical constraints
Strong interpersonal and communication skills to work effectively with geographically dispersed teams
Ability to think strategically and critically, and to creatively solve complex problems with substantial ambiguity
Quick learner, self-motivated, and capable of independently translating new knowledge into practice
Ability to meet deadlines, sometimes on short notice
Willingness to travel as needed to support Evidence Action Programs


Work Environment


Standard working hours are from 8:00 am to 5:00 pm with a one-hour lunch break between 1:00 pm and 2:00 pm. However, due to the nature of the job, there may be times when work outside regular office hours is required.
