The International Budget Partnership (IBP) is looking to appoint a Regional Tax Manager (Africa). This newly created position will lead the Africa Tax Equity Initiative and manage the IBP global tax team to implement all components of the program and be responsible for coordinating key activities with internal IBP and external resource persons.
The program focuses primarily on building civil society tax analysis and advocacy capacity in countries of operation, as well as on persuading regional and international actors and country governments of the benefits of effectively including civil society in tax policy decision-making. This work responds to the growing global consensus of the importance of tax policy for advancing democratic governance, addressing social inequalities, and combating climate change.

Role responsibilities
Essential duties of the job include, but are not limited to, the following:
Leads strategy development for the initiative including regular reviews and reflections.
Provides global oversight and supports the SPO’s to effectively monitor progress and effectively address challenges encountered during implementation of the tax initiative.
Work with the Director of Programmes, the IBP global tax team, and Development team in securing further resources needed for IBP to expand and consolidate its tax work, including managing relationships with key program partners, and providing the optimum mix of support that partners require to increase the impact of their strategic engagement.
Partner with all relevant country-level Planning, Monitoring, Evaluation and Learning (PMEL) teams, as well as the Strategy and Learning Teams (SALT) in Washington DC to establish an appropriate framework to monitor progress and learn from the initiative.
Oversee the implementation of all grants and awards to IBP for work falling within the priorities of the tax equity initiative and engagements and leads on reporting to funding partners.
Designs and leads the regional advocacy piece of the initiative working closely with the global policy & advocacy team.
Coordinate with all other IBP teams as may be required to advance the impact of the tax initiative across the organization
Lead outreach and communications with partner NGOs and other groups working on tax
Other Responsibilities:
Participates in IBP all-staff retreats, and in all Tax Team meetings.
Develops terms of reference for independent contractors required in the implementation of the IBP global strategy, negotiates and secures approval for these terms of reference, and recruits and manages consultants for IBP as appropriate.
Implements and complies with IBP administrative and financial protocols, policies and procedures.
Education and Experience
Master's degree in economics, political science or related fields required.
8-10 years of experience working in the tax field including a preference for having worked in civil society organisations.
Experience in implementing and managing programs that support civil society organizations to engage and advocate for greater transparency, accountability, and participation in policy decisions
Exposure to country-based, regional, and/or international tax actors and networks
At least five years’ experience in policy research, training, or network building, preferably in the tax field
Understanding of the political economy nuances of public financial management in Sub-Saharan Africa, with particular focus on West Africa and South-Eastern Africa.
